Sealed bids will be received at the office of the Utilities Superintendent, 104 South Section Avenue, Spring Valley, Minnesota 55975, until 1:30 P.M. on the 9th day of February, 2017, for Furnishing of Primary Power Cable, Padmount Switchgear, and Padmount Transformers for Spring Valley Public Utilities, at which time the bids shall be publicly opened and read aloud.

The equipment to be supplied is described in general as follows:

• 15 kV Power Cable

• 15 kV Padmount Switchgear and associated boxpads

• Single-Phase Padmount Distribution Transformers and associated boxpads

• Three-Phase Padmount Distribution Transformers and associated boxpads

The above equipment shall be in accordance with the specifications and proposed form of contract now on file in the office of the Municipal Electric Utility in said City of Spring Valley, Minnesota, by this reference made a part here of, as though fully set out and incorporated herein.

All bids shall be made on proposal forms furnished by the Engineer and shall be accompanied by bid security in the form of a certified check or bid bond, made payable to Spring Valley Public Utilities, Spring Valley, Minnesota, in the amount of ten percent (10 %) of the bid, which security becomes the property of the Utility in the event the successful bidder fails to enter into a contract and post satisfactory Performance and Payment bonds within ten (10) days after award of the contract.

Material suppliers desiring a copy of the proposal forms and specifications for individual use may obtain them from the office of the Engineer, DGR Engineering, Rock Rapids, Iowa, telephone 712-472-2531, fax 712-472-2710, website, e-mail, no deposit required.

Payment to the Supplier for the equipment shall be made on the basis of one hundred percent (100 %) of the base bid less calculated penalties, within thirty (30) days upon receipt of the materials, invoice, test reports, and acceptance by the Owner.

All materials shall be delivered per the dates set in the Specifications.

The Utility reserves the right to defer acceptance of any proposal for a period not to exceed thirty (30) days after the date proposals are received and no proposal may be withdrawn during this period. The Utility also reserves the right to reject any or all bids and enter into such contract as it shall deem to be in the best interest of the Utility.
